Matters carry artifacts; artifacts carry open flags from the client's own record; and nothing releases without a named attorney opening the artifact, acknowledging every flag one by one, and deciding. Each decision is an immutable, hash-chained release — which lawyer, which engagement, which version, what authorized use. The quality panel counts edits and rejections as evidence the gate is real. There is no approve-all button here, and there never will be.

The Uncontested Desk is firm work product — it renders only for approved reviewers and firm admins (the U0 policy-mode doctrine, enforced). Licensed Florida attorneys can apply in about five minutes; the review queue, the release chain, and the quality panel are waiting on the other side.
